Is Phoenix Running Out of Water? Here's What's Actually Happening in 2026
This question is starting to be asked more frequently, and it's usually within the first things an out-of-state buyer asks us. Someone sees a headline about the Colorado River, forwards it to their spouse, and suddenly a family that was excited about moving to Phoenix is wondering if they're moving to a place that's going to dry up.
So let's actually talk about it! Because here's the thing. The headlines aren't wrong. But they're telling you about one river, and Phoenix doesn't run on one river.
First, the news that's real
On August 21, the federal government finalized new Colorado River operating rules, a ten-year framework for Lake Powell and Lake Mead running through 2036. The Lower Basin states have to cut their use by 1.25 million acre-feet in both 2027 and 2028. Arizona takes the biggest share of that by far: 760,000 acre-feet. California takes 440,000. Nevada takes 50,000. The Upper Basin states face no mandatory cuts at all, which is exactly why Arizona's water leaders are frustrated, and why the state has kept the option to litigate the post-2028 terms on the table.
That's a big cut and it's about 48% deeper than what Arizona is absorbing right now. Then in August, Lake Mead dropped to 1,040.5 feet, a record low, and the least water it's held since it was first filled behind a brand-new Hoover Dam back in 1937.
Now here's the part the headlines skip
Only about 40% of Phoenix's drinking water comes from the Colorado River. Roughly 58% comes from the Salt and Verde Rivers, and that's a completely different system, with a completely different story.
The Salt and Verde are Arizona's own water. Rain and snowmelt in the White Mountains in the northeast feed the Salt. The high country around Flagstaff feeds the Verde. All of it drains through a 13,000-square-mile watershed into seven dams and reservoirs operated by SRP, Roosevelt Lake being the big one. That system delivers about 800,000 acre-feet a year, roughly 260 billion gallons, to around 2.5 million Valley residents.
And the crucial difference: the Salt and Verde system is roughly in balance. Annual demand is close to annual supply. The Colorado has a structural deficit, demand exceeds runoff every single year, which is why Lake Mead has declined for two decades straight. In that same twenty-year window, SRP reservoirs have filled and spilled.
The system was down around 25% during the early 2000s drought and it recovered. A full system holds about three years of Valley deliveries and can refill in a single wet winter. SRP also operates 270 groundwater wells capable of covering nearly half of annual deliveries when surface water runs short. That's the buffer nobody puts in a headline.
What Phoenix and Arizona are actually building
This is the part that surprised us most when we went digging. The response isn't hand-wringing, it's construction.
- Pure Water Phoenix. Three advanced water purification facilities that are expected to produce more than 50,000 acre-feet of renewable water every year within the decade. The Cave Creek Road facility is roughly $350 million and about half-built, targeting purified water in city pipes by early 2029. The North Gateway facility received $179 million in federal funding for a first phase treating 8 million gallons a day. The foundation for all of it: Phoenix already recycles 97% of the 70 billion gallons of wastewater it generates annually. This just makes it drinkable.
- Bartlett Dam expansion. A roughly $1 billion project to raise the dam about 100 feet and store significantly more Verde River water in wet years. Twenty-two cities, tribes and farm districts have expressed interest in funding it.
- More storage at Roosevelt. SRP got approval to hold water in flood-control space for 120 days instead of 20, banking an additional 100,000 acre-feet. That's enough for 330,000 households for a year.
- Ag-to-Urban legislation. Recently passed, it converts retiring farmland and its grandfathered groundwater rights to residential use at a much lower water footprint. Federal officials specifically cited it when awarding Phoenix conservation funding.
- The 100-year rule. This one is the quiet giant. Under Arizona's Groundwater Management Act, cities in Active Management Areas legally cannot approve a new subdivision without demonstrating a 100-year assured water supply. Growth here is capped by law against actual supply.
- Long-term augmentation. The state's Water Infrastructure Finance Authority has advanced seven proposals into feasibility, including desalination concepts involving water swaps with California and Mexico. We'll be honest with you: this is early. Nothing is funded or built, and cost is still undetermined. Anyone telling you desalination is right around the corner is getting ahead of the facts.
What about TSMC, the data centers, and all the new homes?
Fair question, and we don't want to wave it off.
TSMC is the biggest single new draw, and it's right in our backyard in North Phoenix. The first fab uses about 4.75 million gallons a day; three fabs would need around 17.2 million. With the expansion announced this summer bringing total investment to $265 billion, ASU's water policy center says TSMC will likely become one of Phoenix's biggest water customers, if not the biggest. The counterweight: their own Industrial Reclamation Water Plant is under construction now, operational in 2028, designed to cut that first fab's demand from 4.75 million gallons a day to under 1.2 million.
Data centers get the most panic and have the least data behind it so far. Non-residential water use in Phoenix is about 24% of the city total, up only 2 percentage points since 2021, before TSMC even arrived. The real concern experts raise isn't taps running dry, it's opportunity cost: water committed to one large user is water unavailable for whatever the region wants to grow into later.
Homes are the smallest piece of the puzzle. Residential use is dramatically more efficient per dollar of economic output than agriculture, which still consumes the majority of Arizona's water.
So what does this mean if you own a home here or you're thinking about buying one?
Here's how we say it to clients, and we mean it:
Phoenix isn't running out of water. Phoenix is running out of cheap water. And that difference shows up in three specific places.
Your water bill. Phoenix could move to a Stage 2 Water Warning by the end of this year. Practically, that means more conservation programs, efficiency incentives, and potentially a drought surcharge to cover the cost of the Colorado River reductions. Higher costs long before anyone talks about restrictions.
The edges of the map. Groundwater-dependent fringe development is where the real constraint bites, think far West Valley and the outer southeast Valley, where builders have been sitting on lots they can't develop. A Maricopa County judge ruled in April that the state acted improperly when it changed the groundwater rules in 2023, and that fight is ongoing.
Established neighborhoods look better, not worse. North Phoenix, Lookout Mountain, Moon Valley, Paradise Valley Village infrastructure is in the ground, water is allocated, no new supply certificate required. When growth gets harder at the fringe, close-in inventory that's already entitled quietly becomes more valuable.
The risk in this story sits at the edge of the map. Not in the middle.
One last thought
We moved here from somewhere with a lot more rain, so we understand the instinct to worry about this. But the more we dug into it, the more we came away impressed. The people who plan Arizona's water started planning for a drier future in 1980, and they haven't stopped. That's not optimism that's just the record.
